Starter won't turn Flywheel

I have a 1981 Merc 90hp inline 6, it supposed to have been newly rebuilt and because of health reason it set for a year until i bought it, if you take the spark plugs out it turn over good, when you put all the plugs back in, it tries to turn but act like it to much compression, i put a pull rope on it and it turns fine , just not fast enough to start, but it will not turn with the starter, i have tried to even jump it direct for the starter with jumper cables and the starter does the same, Do you think it can be a bad starter or what ? any suggestion will be appreciateded

You most likely have a poor connection in the starter high current circuit.

Remove, clean and reattach all connections of big cables from the battery to the solenoid, solenoid to the starter and battery ground cable from battery to the engine block.

While you have them off, check for weak spots in the cables themselves.
