Starter won't work. Help!

I have a 94' Four Winns with a 3.0GL Volvo Penta (OMC Cobra). A month or so back we hit a tree, broke the seal on the outdrive/transom and took on some water. The bottom eighth or so of the engine was very close to if not in water on and off for about an hour (kept the pump busy) until we could get the boat out of the water onto the trailer. After that repair, the boat ran great as if nothing had happened...

A few days later we went to take it out and it wouldn't start, just a click around the starter. I jumped the starter from the large red wire over to the small yellow/red wire and it started just fine. Thinking it was a bad solenoid, I replaced that. Now... it is still not turning over - and now has no click. Large red wire at solenoid has voltage, small purple wire at solenoid has voltage when the key is in the "on" position but no voltage at the yellow/red wire ever. I tested the voltage at the ignition and I have voltage at all 3 wires there. I've checked the fuses under the dash and they are all good. I changed the relay back near the starter. I've checked every connection, and cleaned them all.

Any suggestions on where to go from here? Any help is much appreciated! Thank you!

Test the starter to see if it's getting power. If it is, and my guess is yes, you will either want to rebuild or replace it.
