STARTING ISSUE

I have a 1985 4 WINNS with the mercruiser 470. I am having an issue with the starting system. I have replaced the battery, ignition switch, solenoid, and starter with no luck. I have power to the solenoid and power to the ignition side on the solenoid. Each time I try to start the engine nothing happens. Acts like a neutral safety switch but I can not seem to locate it according to the wiring diagram. It is very baffling and assistance is greatly appreciated. Thanks look foreward to hearing what you guys have to say.

using a jumper from the + battery post touch the yellow/red at the solenoid ,motor should spin
neutral safety in in the control box, the 2 yellow wires or yellow W/ red srtipe

that says your good from the engine compartment so go to the dash and see if you get power on the yellow/red wire at the key switch, If yes,go to the neutral safety wires and see if power comes out of the neutral safety switch.No, bad switch or connection
