Starting issues

I pulled this from another thread i posted about "what year is my force" because the title no longer matched my questions.



so i checked the button on the shift linkage, and it was not touching in the neutral position. so i adjusted it. still nothing when i turn the key, except now I get voltage (12.3) on all four terminals (of the starter solenoid)..... but now the the starter doesn't turn. But when i turn the key off.... i still get 12.2 volts on all four terminals of the starter solenoid and nothing i do stops the voltage... short of pulling off the negative terminal of the battery. SO i moved the the thing that pushes the (neutral safety?) button away and turned the key and the same voltage on all four terminals of the solenoid even after the key is turned back off??? Isn't one of the terminals suppose to be a ground? When i reattach the negative terminal on the battery, everything is normal... until i turn the key again then same thing happens again. Also when i jump the solenoid "trying to weld my tools" ....... the starter doesn't turn at all
