Ive had 2 occasions where when I tried to start my 1977 70hp evinrude motor all I get is a click. after several trys the motors starts fine. Its only done this when the motor is cold.
Would this be a silonoid problem or starter?
Start with a fully charged battery.
Clean all connections, at battery, both sides of solenoid and at starter including starter ground. You could have faulty internal contacts in the solenoid, or a bad starter, but check the above first.
Have a multimeter? Measure the voltage at the starter - if you get 12 volts but it don't spin, that's your problem. Less than 12 volts, solenoid is the most likely culprit.
Easy to check solenoid ... use a heavy jumper around the solenoid - connect from batt + to output side of solenoid. Should crank every time. If it does, when motor doesn't otherwise crank, you've found a bad solenoid.
Engine FAQs forum. "Outboard won't start" gives step by step troubleshooting, RedDog.

On the JohnnyRude 70s a common problem is the ground cable is bolted to the steel bypass cover, where it gets invisible corrosion. Clean it and move it to the block.
Hey, just a thought...winter is rough on the bendix, I start every year with some 2+2 blow the bendix dry and then add Bear Grease! Hey just a thought!!
Update-Tried to started Saturday morning and got click -click. Tried WildOne idea and found it started . I didnt allow the motor to run so it would stay cool being this problem only happens after sitting all night. I I checked and did a minor clean and tried to start on each connection and found that the "in" hot post may have been the problem.Gonna try it this morning.
