Starting problems

I have a 50 hp Merc outboard. This spring I repaired my lower unit by replacing the forward gear and clutch pin. I just tried to start the motor and nothing happened. There doesn't seem to be any power going to the starter. I'm not sure the key turns all the way. Is this possible? Is there a possible problem from the repair of the lower unit? I've check fuses on the panel and at the engine.

It seems I have plenty of battery. I get no signs of any power from the key.

This all started because, I hit a rock with the motor a couple years ago and had the lower unit repaired. The place that did the repair did not replace the keeper spring on the clutch so after a while the clutch pin worked it's way out of the clutch causing damage to the forward gear.
