Starts wide open

I recently bought a 25hp 1974 Johnson Mo. No. 25E74M and the motor starts immediately but seems to be wide open?? Will not respond to the tiller throtle.
Problem?

Remove the cover and check the carburetor linkage. When you turn the tiller handle you should see the linkage move. The throttle plate in the barrel of the carburetor should be closed when the motor is at idle.

also watch the timing plate, make sure it is returning all the way back. if the tiller handle does not move the linkage, there is a plastic part that breaks, where the linkage turns to go to the top of the motor.

Best to pick-up the OMC shop manual specific to your engine.
