Stator plate problem? Timing?

:D:confused::DMy 18 hp 1973 evinrude has been dang near rebuilt, due to parts changing for no reason! I narrowed it down I think. Missis bad but not rytmatically, but erratically. As I have stated in another post, I've changed everything in the ignition system, and replaced and or checked everything in the fuel system. I think it is a stator plate problem. Is the stator plate supposed to control the timing? Is it supposed to return to a home position when at idle? The timing has to be synced to the throttle, correct? How do I check it? Help, please, before I finish this forced rebuild.

Also is it neccessary to strobe light time this engine or can i just use a the old test light method? Or is all I need is to adjust the points?

Does the magnetic field keep the stator pulled to the counter clockwise? Where should it be for the static timing with the test light? Am I talking to myself, Oh my god I think I am!

I meant clockwise! Yea, Clockwise! there I go again, talkin to myself, I need to seek professional help! Psycological, and boat motor!
