steering 1987 four wynns sundowner

i have 1987 four wynns sundowner just purchased steering is extremely hard not smooth at all what do i look for to repair . also does not seem to go full throttle only about 3500 rpm could this be a cable issue??

Check power steering fluid, belt, May need a pump. 3500 RPM could be a lot of things need more info, engine , drive etc
