My steering arm pin has slop in it where it connects to the top of the gimbal ring. so I bought a good used one off ebay. I need to know the best way to change it out, and if the outdrive has to come off to do it.

The BEST way, IMO is to pull the drive, then the engine, then the transom shield. But, there is an option. You can drill holes in the side of the gimbal housing.
