My steering used to be cycled without the engine running. Then it got hard and now I can’t unless I’m assisted by someone turning the outdrive as well as the steering wheel. I have trouble shot and narrowed down to the steering arm is not turning freely. I disconnected the hydraulics from the steering arm and its move freely with the wheel. Do I need to remove the engine to repair the steering arm bushing or can I remove the lower and carefully try to remove the housing?

You should be able to get to the bushings from the outside. I was able to replace mine that way. You will need a "special tool" to do it. Below is the post I used. It shows how to make the tool. I used it and it works.

You are the man StingrayMike! Just the news I wanted to hear. Drawings are clear, no questions, just going to find parts! Thanks....I was at a loss and didn’t want to break anything and delay the boat being water bound. Now I’m diving into the repair.

I thought the same thing when I had to do it. But overall it wasn't that bad.

I removed the lower gimbal mount yesterday. Awaiting parts ordered and I’ll make the 1/4” disc up today. Did it push the gimbal out or just remove the steering arm. The lower pivot was free so it’s even more the uppe,r gimbal mount.

its been awhile, but I believe, the gimbal ring will drop out. If you are careful you can watch it slowly come down and you will be able to pull it fully out with your hands. Just don't let it hit the ground :(
At that point you can regrease and install the new bearing and cap. There are some shims as well. don't loose them. you can get new ones, just make sure you use the same spacing as old

Sorry didn’t mean to leave you hanging 😊 removed the lower gimbal pivot and then used the “puller” to push the gimbal free. Then noticed the trim was tighter than it used to be and freed those joints up while I was there. Everything works great. Thanks again Stingray Mike!
