steering arm

on my boat it has some sort of arm on it and i can turn the motor right but it will hardly go left whats wrong? it's a '72 johnson 100 horse outboard

Are you doing this by hand with the boats steering cable disconnected? Or are you talking about that its hard to steer while under way?

when the boats on the trailer and i turn with the steering wheel

I suspect the steering cable may be binding up. Disconnect the steering from the motor and see if the motor will turn freely.
