Steering cable fixs ? ?

Hello team !
I have run into a snag while trying to connect the steering cable shaft to the motor mount steering point ....... the shaft that extends to steer the motor is too long. If you notice in attached photo, the left side of the cable also has two nuts that should be tightened by a nipple (plastic or brass ? ) that would fasten the cable assembly onto a solid point on the transom side pass through hole. The centre circle shows the engine steering mount point, the right side circle shows the shaft at its shortest length.
The question(s) should the steering cable be fastened to side of transom ?
Is there some sort of fix to make cable shorter, or the end point hole where the bolt go's through (to motor) be modified ?

Or should I just sell it and Give Up ??

well to me it looks to be the right size lil hard to tell,when you get the rod in it sticks out the right side of the motor about 5 to six inches then you have a connecting rod that hooks from the motor to your arm,can you slide arm in cylinder if not anuf room, you will have to remove motor then install rod then install motor back on to boat.if im looking at it right. the bolt you have circled in center hooks up to a connecting rod then to your cable,looks like your nut is turned backwards as well on cable,can you take bigger picture of transom may could tell more about it.

The cable is supposed to go through that tube, on the engine, and a link then secures it to the engine tiller.

Exactly. Here's a great pic I found where you can clearly see the part you're missing http://www.inkbox.net/whaler/parts/steering-arm.jpg When I converted my previous outboard from cable steering I was able to easily find that steering link bar for my motor on ebay.
