steering frozen

i bought a 1997 glastron cuddy with 5.7 volvo penta the steering is very hard to turn their is fluid in power steering unit,,, the boat has been sitting up for a few months before i bought it could some one help me

It's probably froze up where the steering cable goes through the aluminum tube in the PS cylinder. Common problem.
Disconnect the large cable nut that attaches the cable to the cylinder and see if the steering turns easily.

The cable isn't the problem, it's the corrosion between the steering cable end and the PS tube that the cable attaches to.
