Steering helm / Cable Issue?

Hello, I have a 1986 Bayliner 19ft with an outboard, and it seems to have a peculiar steering issue. The steering works fairly well however there seem to be some "dead spots" in the steering. If you start cranking the wheel, it will turn the outboard and then something slips, and the wheel moves freely for about a 1/4 turn and the outboard doesnt move. Once you've passed that 1/4 turn, it catches again and continues to steer. Curious if this is a cable issue or if Im looking at possibly replacing the helm unit.

time to replace both , its plain simpler.

Some of the pot metal gears are missing their teeth in the helm unit

Kind of what I was thinking. Another Question, the boat is in storage for the winter at this point and I dont really have access to it during the week to check, but off hand would anyone know if those old bayliners used rack and pinion or the rotory style steering?

just get a zero feedback rotary system... it will fit anything... though you need to pull the old one out and measure your cable length

Ive been looking into replacement kits, and the rotary systems seem to be on the more expensive end of things. I will have to start saving my change then lol. What are the benefits of the zero feedback system over a regular system?
