Steering is locked

On the day my boat was coming out of the water, the steering locked up when I had the wheel cut all the way to the left. I can't physically budge the motor either. It is a SeaStar hydraulic steering system on a 150 hp Evinrude o/b /21ft Angler boat. I later found out that there may have been a steering fluid leak. Would stopping the leak, bleeding the system most likely solve my problem? Thanks

I would disconnect the steering at the motor and see if it moves to isolate where the problem is.Charlie

Yep. Even a large outboard should be able to be easily rotated by hand when the steering system is disconnected. It's only a few bolts (4 on mine).
