steering issues.

Steering extreemly hard. I have a Larson I/o with Volvo Ford v8. Replaced power steering pump with no change. Could it be the cable and how can I be sure before I replace another part that's not needed

my outdrive is an sx cobra. the model is an lxi 194. i appreciate any help you can give me. Its almost like driving a car when the power steering goes out.
