Steering movement

So I just disconnected the steering line/cable from my mercruiser alpha one. It has power steering. It had been seized up in the tube where the steering cable enters in. Now that it is out, we cleaned up the shaft and pipe where it goes in, lubed it all up and put it back in the pipe but it isn't going in very easily. Should it? If so, why isn't it? Any suggestions?

Ayuh,... It should slide in, almost effortlessly... Needs more cleaning is my guess....
