I'm steering by hand. Is there a way to tighten the steering? Mine is way too loose.

You don't give a year, but most small outboards have a friction adjustment on the swivel bracket. It's usually a small screw, perpendicular to the swivel tube that when tightened will adjust how hard it is to turn the motor. It's usually located up high, near the base of the belly pan. Go carefully, if the motor hasn't been maintained much, or used in salt, that screw may be seized. If it doesn't turn fairly easily, don't force it.

On the swivel bracket / near the carry handle.---You will find a screw with a spring.---See what happens when you turn that.

Thanks for the responses. It's a 1988. I'm going to have to look up swivel bracket, belly pan, friction adjustment screw.

The screw that adjusts the steering friction is #87, about half way down the RH side in the diagram above

I think you will find that it has a hex head which is also slotted.
