Steering problem

Hi,
i have an outboard Yamaha 40Hp , 2stroke engine. I installed it new appr.6 years ago. I have polyester boat, not inflatable.
Now when i push the engine left and right with my hands, it moves easily approx. 4 cm left and right.
Before i could not move it at all. Is there a problem with my steering cable? Where should i check? I am afraid if i go to the sea, maybe there will be a problem with my steering wheel and i will not be able to drive it.
Any ideas what to do?

do the very easy stuff first, make sure the cable retaining nut is tight, is there any freeplay in the wheel before the motor turns? is the steering link arm that connects to the end of the cable to the motor tight?
