Steering pulls hard to right

I just bought an 18 ft. 1987 Vision Fish and Ski with an Evinrude XP150. The steering pulls agrressively to the right at all times except at high speeds. The scagg is straight and the hydrofoil is mounted straight and centered. Any suggestions?

Adjust the trim tab on the bottom of the cavitation plate a little (a couple of degrees) to starboard. The tab is adjusted in the direction of the pull.
