Steering pulsating/surging??

Just replaced the pwr steering pump and got all the air bled. <br /><br />The problem is hard to explain so I'll try to make it as clear as I can. The boat seems to steer w/o a lot of force, however it wants to "surge" feeling as if the steering wheel has graduations every 1/16 of a rotation or so. When watching from inside the boat I can see the pwr steering ram moving 1/2" or maybe and inch when the wheel is turned - should it be doing this.<br /><br />The steering's just not quite right yet. Hope someone can help.

You may have to replace the cable. Mine was incredibly stiff when I bought it off a guy, and he said the cable may be frozen. Initially it would have tons of resistance, then turn easily very suddenly. I changed it, and it's smooth as butter now.
