Steering Tension Adjustment Screw Broke Off

15HP Evinrude 1996 2 cycle. The adjustment screw has been frozen and stuck tight for a long time, before I acquired this outboard. I tried to loosen it with oil, but no luck, and it broke off. Now, what to do, to get the remaining part of the adjustment screw out of the upper midsection, so I can replace and actually adjust the steering tension?

Try drilling it out. Start with a small bit and keep working up larger. Reverse bits work well. If you can't get it out, just tap it one size larger with a tap and die set and then use the appropriate screw. Easy.
