stern drive doesnt lower

i have a mercruiser stern drive and the trim control will not lower the prop down the pump is turning but it doesnt sound like it used to it sounds like its not pushing any fluid what could cause this? im not sure what type of stern drive it is. it says mercruiser powertrim on it if that helps, the rest of the tags are gone.

Ayuh,... Is there any Oil in the trim reservoir,..??

What year is it,..??
What motor is ahead of it,..??

its full of oil it is a 78 with a mercury 140hp i tryed making it go up and it did a little and then it went down like it was supposed to after that, now it goes up and down, exept it creaks when it comes back up and doesnt sound that great.
