Sticky steering on evinrude model 70873c 1978 70 hp

The Steering is sticking. Have tried different penetrants, Boshield 9 seems to help, but will not free it up. The Nut on the bottom of the Steering Rod is badly corroded.
It appears the "stainless" washers, top and bottom, are good. Is there any adjustment to loosen?

It is actually the hollow Steering Tube that has a "Y" fitting at the top that connects to Steering Cable. There is a "bearing" at the top and bottom that permits the motor to swivel. Hope this clears up the question.

You need to know if the issue is with the engine or the steering cable/system-so you need to perform a simple test. Disconnect the steering connector arm between the engine and the end of the steering cable. The engine should now swivel back and forth effortlessly with your hands. Now turn the steering wheel and check to see if it is still stiff while the engine is disconnected. One of those is your problem. Post your results.

It is the steering tube and the upper and lower brackets.
There is a rusty, nut on the bottom of the steering tube through which passes the Shift Rod. There are washers, looks like stainless supporting the steering rod on both upper and lower brackets on the transom mounting assembley. It takes a "cheater" on the steering rod where the steering cable connection is made to move the motor port to starboard. From the parts manual, it looks like all the assembley is complete. I read in another forumn that heat is sometimes used to "Soften hard Grease in cases like this. Do not wish to ruin paint.

If the engine itself is binding when it is turned by the steering link arm, you should try to grease it. The steering arm pivots inside the swivel bracket. That bracket has a grease zurk about midway down the length of the bracket. A grease gun should be used to lube the upper and lower bearings in that bracket annually. Make sure you use a special marine (waterproof) grease-not an automotive type grese.

I do not see a zurk. Does not show up on parts and service manual. I will make a careful inspection of the Exhaust Housing and Swivel Bracket.
