Stiff throttle

I just had a 1990 115hp put on my boat. Brand new binnacle controll and cables. It is really stiff in both forward and reverse. When you disconnect the cables from the motor it free's up. Any idea on how to fix this? there does not seem to be any severe bends or kinks.

Replace the cables. The core wire wears a groove into the plastic sheating and it binds under load. Free the load and it doesn't wedge itself into the groove.
