Still can't get to start! New pump, cleaned carb

I've been working on getting this boat running. It's 2001 3.0L Alpha I. The boat/engine only have 89 hours on it!!!

So far i've replaced: Starter, Fuel pump, Fuel filter (no water seperating), Battery, Cleaned the Carb with bucket of carb cleaner + air compressor.

I have fuel to the carb but I still can't confirm that it is spraying through the jets? I know it fills the float bowl but I don't know how to confirm it's working properly. I tried to check by advancing the throttle and looking down the throat to hope for the "spray" but i've yet to see it!!

Now I'm not sure if the throttle cable is working because when I advance the throttle the throttle cable connected to the carb doesn't move at all. The 2 shaft things on the side of motor move fine, but not the cable connected to carb. Does this mean the cable broke in the sleeve? With this broke could this be causing any starting issues?

I checked for spark before I changed pump or cleaned carb. I also sprayed carb cleaner down throat of carb before too and it coughed like it wanted to start but now even if I drizzle gas down the carb it wont even try.

I'm gonna go pick up a spark tester tomorrow to test for spark to see if/why it lost spark.

Carb cleaner is not gas and will not burn like gas.

Pour a little gas down into the carb and try to start it.
Sounds to me like you are just leaving it at idle and cranking it over and hoping it will start like an EFI car.

You need to pump the throttle a time or two to squirt some gas out the accelerator pump, and hold the throttle open about 1/4 to 1/2.
Then see if it will start

But you have to have a working throttle cable to do that.

See this is why I love this site! Don your the man, my dumb friend who came over while I was working on it told me to spray carb cleaner down it because I refused to spray starter fluid(from hearing what it does on this site!).

Sorry i'm no mechanic so I am learning lots while I go along, this is my first boat also so it's awesome being able to try to fix it up myself.

so if I disconnect the throttle cable at the carb and manually advance the throttle at the carb should I then be able to see gas squirting down the jets if the carb is working properly?

And should I have the throttle open while I drizzle some gas down it?
