still no low end power

1977 johnson 70hp on 15 1/2 ' skeeter
rebuilt carbs (twice)
changed plugs (twice)
still bogs down on take off...(but ) , i can raise warm-up leaver , build up some rpm's , then before it idles down
drop her in gear and go. idles ok , top end is very strong.

Hows your compression?
Sounds like a pain in the A, but take out a spark plug spanner and when it bogs, cut the motor while its bogging, then pull all 3 plugs.
Compare them and it can tell you a lot, flooding/no spark/water ingress/ etc

I'm suspecting it's still a fuel issue... line, pump, ect. The top end will be strong as your motor doesn't have to work as hard once the boat is up on plane.
