Still Not right

I have a Mercury 2002 50hp Four stroke. I had the problem of forward being reverse and reverse being forward. After making sure the controls were right and in the right position I dropped the lower unit to change the shift shaft position Now I have forward and neutral but it will not go into revers the control handle will not move to reverse. What can I try now?
