Still not running right.

My Tohatsu 1990 M40D sat for a while. I had a hard time getting it started but fiddled with it and got it working. I took the carbs off and cleaned to the best of my ability and it still will not run at idle I have to crank it up just a little to keep it lit. When I pull plug wires the #1 affects no changes #2 it won't start and #3(top end it only opens up at WOT of course no changes) I have plenty of spark and am getting gas to the carb and I think beyond. Before this motor was left to sit it ran fine. I currently have the carb off and am making 110% sure I have it fully clean. Is there something I could be missing as far as making sure there is no blockage or do you think I might have another problem? I am working from little knowledge an almost no skill but I am also working out of desperation.

Still no joy. I would try switching the carbs but the fuel line runs into a box on one carb then runs to the top two out the box instead of ecah one having a fuel line of its own. I realy don't have the funds to take this problem to the man and figure out how to hook the tiller controls to remote. (got the man working out the parts list on that now talking to him agian tommorow he said it is not that hard as he has done it before)

Talked to the man and the hook up parts are only $25 total. All I need now is a shift/throtle control and a set of cables so that project is almost done (parts on order) now I need to get the engine running right. There is gas on the plugs when I turn it over at low idle. I have to crank the idle up for it to start (normal) but when I throtle down it still dies. It seems to run fine at WOT but i have not fully opened it up because I don't want to blow anything. Got the manual on order as well so I most likely will be back with this after I get it and take a look at things. Anyone got any suggestions I can try between now and then?
