Still Overheating !

1995 Johnson 130hp . I changed the water pump and thermostats and did a long flush on the ear muffs. The engine enginge still overheats at cruising speed aprox 4500 rpm. Did I do a good enough flush or should I flush the engine in a different way? Is something else wrong?
