Strange Electrical Problem - affecting starter & fuel pump

Read through several posts but not fining anything quite like my problem.

New used boat... 1998 Four Winns VP 4.3L
Ran boat 1 month ago - ran great with no problems

Sat for a month, then go to start it - and nothing - battery is fully charged - power to trim and gauges.
Brought boat in - replaced relay in power center box (on left front of engine with two red trip buttons)

Take it out again - turns over but wont start
Fuel pump not engaging - Replace relay - no change - power on fule pump relay harness less than 12V.
Jumper power from fule relay harness to another purple ignition wire - seems to fire up and work fine.

Get to the lake engine starts but does not kill (removed YEL/RED ignition wire, then emergency kill) - had to pull coil wire.

Try to restart boat - engine is dead similar to initial problem.
Reseated both relays - boat runs again fine but will not kill.
Pulled coil wire again.

Any ideas as to why it wouldnt kill and why reseating the relays got everything going again (connections do not look bad)

Need the full model number or serial number of the engine, 1998 Four Winns VP 4.3L means little.
