I assume this is a two-cable steering setup! If so, the right side cable wraps over the top of the drum and should wind up when the wheel is turned to the left. The left side cable needs to be installed in the reverse. As one winds up, the other unwinds. Do the steering wheel wraps first and make centering adjustments at the motor.
