Stringer 400 outdrive tilt question ?

I have R&R clutch pack, replaced clutch cover plate,gaskets, oil seals, o-ring cleaned everything lubed installed. Removed replaced tilt motor, hammer blow coupling was good. polished shaft cleaned worm gear. Replace battery up and down solenoids, cleaned all wiring connections thoroughly now with clutch installed I have no up still, so i loosened allen screw inside clutch shaft just slightly, the gear turns going up now as long as I have the outdrive disconnected from the quadrant gear. With quadrant gear connected the motor will run, but outdrive will not raise. If i slightly tighten the allen screw, the tilt motor makes a clicking sound, will not run going up at all, but will run going down. The outdrive is easy to raise by hand. no trunnion bearing problem.. Are my clutches binding once they are loaded with the allen screw ? Cannot see any other area where a bind could be occurring; any help would be greatly appreciated.

I can't recall who, but someone had a clutch pack that sealed too tightly when you closed it. They had to add some sort of a gasket/ring to the clutch pack to loosen it up. So, it's very possible your clutch pack is binding up.

The clutch pack cover wants to be double gasketed or it will bind every thing up.
