stuck electric shift on Evinrude 40hp

I have a 1964 40hp Evinrude electric shift (model 40463) that seems to be stuck in forward gear. I haven't tried powering the forward and reverse shift lines yet. Might it just be sticking, or is something possibly wrong with it? I just got it from my brother after it sat a year or 2 and I drained some water out of the lower unit. The last time he used it, he hit a deadhead and the rubber mounted prop hub spun on him. He said that he had to use reverse in order to get any usable thrust from the prop. Any ideas?

Amiga.... That unit shifts into gear only when voltage is applied to either the forward or reverse magnetic coil. If the unit is stuck in forward gear, you either have voltage being applied to the forward gear magnetic coil, or since you have mentioned "water", it's possible that the forward "spring" is rusted to the forward "coil".<br /><br />Your brother making that statement about the prop would indicate that the prop has a damaged hub.
