stuck in gear

I have a 40hp Tohatsu circa 91-92. It is stuck in forward gear. Even at idle(neutral) the prop moves forward. It will not go into reverse. I have since brought the boat home from the marina and checked the linkage it appears fine. The prop will not spin freely in neutral. I will say that it has been some time since I have changed/replaced gear lube. The boat was out of the water for about two years but has been working fine over the last two months. Any suggestions?

Determine why it's stuck? Is it because of a problem in the control box, a broken shift cable, a problem with the shift rods or a problem in the lower unit itself(must be taken apart to determine the cause).
