I changed the impeller now prop does not turn freely now what do I do

HP and serial # are needed. Did you reconnect the shift shaft properly?

I didn't take nothing off but 5 volts ..90 go Mercury Mariner engine

When the lower unit is off of the 90 horsepower the propeller still don't turn freely

90 hp WHAT 6 cyl/3 cyl and 2 strk/ 4 strk . I would guess when you took the lower unit off it slipped into gear. There is a FAQ at the top of the forum that tells you how to assemble a mercury lower unit back on the motor.

It will only turn freely in neutral.

You probably moved the shift lever while changing the impeller then didn't get things adjusted properly putting the shift linkage back together.

Depending on which engine there will be one of about 3 fixes to get it back into adjustment, just a matter of knowing which engine to give you the correct fix.
