stuck in reverse

Hi
I finally got key for my controls built a stand and was going to try and fire my dt 55 it seems to be stuck in reverse when I hooked up cables, I took off the cotter keys and its not the pivot point its the rod at the bottom it will not move I do not have a battery hooked up yet is there something electronic holding it... any help would be great

Hi Again

I hooked up battery still locked in reverse I think what happened was shifted manually while on the floor is there an easy way to bring back to neutral I see where rod goes to very bottom of the motor and that part is bolted on does this have too come off to free up an alignment issue maybe ???? please help i am completely in the dark here
