stuck throttle

I just picked up a 9.8 Merc for a kicker. The throttle on the handle seems to be stuck-I took the cover off and I see two cables. Anything I should know about before I take apart and try to free up the mechanism?

First disconnect the cables at the motor end to be sure the tiller handle and or cables are really stuck...Disassembling and reassembling these handles is no picnic...Maybe look for a good used complete handle with cables that is in better condition..
