stumbling issues on 98 mariner 200efi

hello all. for last 3 years had issue just when i was taking off it would seem to be stuck at around 2500 rpm and just be bogging wouldnt go over. then after tryin few things it would finally take off. after taking off always ran fine no issues just at take off. it ran the same when i was out and noticed the over charging. always after it went over 2500rpm there were no more issues. so noticed it was over charging and replaced the rectifiers. now always seems to take off fine with no bogging but after running a few at about 4500rpm it starts stumbling,will stumble 3 or 4 times then continue fine for awhile. on some times when it stumbles it drops rpm to about 3000 or 3500 rpm for few then i work throttle few times then it will take off again. i replaced fuel line from tank to motor and rebuilt mechanical fuel pump and tested fuel pressure which was 36psi. anybody have any ideas on what this can be? crazy to me i didnt have stumbling issues before when i had the other issues and after it seems the other issues are fixed now these issues start. thanks in advance.

another question. was just wondering ive been setting maxium timing which is 22 degree BTDC while at cranking speed. been reading my manual and noticed that it says that to set maxium timing at 16 degrees BTDC while at cranking spead. says running WOT to set at 22 but at cranking set at 16. been running motor awhile after i set maxium timing at cranking speed to 22 degrees. wondering what to do change it or if its good. as always thanks in advance.
