Surge on 1987 Suzuki DT 140

I was in the water and had the engine at around 2000 rpms, just sitting there. The engine would surge a little and then drop a little. Could this be the fuel pump or the diaphram? The bulb was firm when I started, but became soft after a while, Is the bulb supposed to be hard all the time when the engine is running?

Can someone answer this bulb question please. I have a fuel problem of my own and am wondering the same thing. Should the bulb be hard or soft while the engine is running?<br /><br />Thanks for the help!

The bulb should be hard. Check fuel pump and lines including non-return valve.
