surges mid RPM range

I have recently changed the fuel pump, fuel tank, fuel line, upper switch box, and stator. These parts were changed because they were bad, not some sorry attempt at troubleshooting. Most recently while changing the stator I noticed the mechanical linkage for the timing advance really loose. I tightened it while changing the stator, and set the timing. The motor runs great at idle, wake speed. Runs great great at WOT. The problem is the in between part. It will not stay steady. It will want to acclerate or slow down. It's real touchy. I'm almost positive it has something to do with the throttle linkage. What should I look for??????

Man I'm sorry for not checking this posting. The motor runs good enough to take out to the lake and that's just what i've been doing. The motor is a 115h.p. mercrcury. 1986. It still surges at mid range throttle. Slow speeds fine, High speeds fine. I have to bring it up on plane then back it down to stay at 20-30 mph.
