susuki 40 hp 4 stroke won't start

Hi,
Have new battery and starter gear pops up into flywheel but just clicks and clicks with no engaging motor. Flywheel does turn with a rope but electric start results in only starter gear popping up and vibrating with no engine start. Help pls. Ty,
