suzuki cabrea EL85 rpm problems...HELP!!!

i have an 89 suzuki cabrea el85 engine that is having serious rpm/throttle issues. i can start it up out of the water and run it at full throttle no problem at all, but as soon as it gets in the water under a load, the rpm cuts back to no more than 3200 rpm, and it will not accelerate at all. also i notice that there appears to be alot of fuel leaking out of the prop area while in the water when attempting to throttle. unfortunately for me there arent any suzuki repair shops in my area so im kinda on my own here. i did have a friend that works on some other models tell me that its possibly a power pack. can anyone please help???
i wanted to add that i have had a compression test ran and everything looks great, very sound mechanically, also put new plugs in just incase and same result, no power under load will not go over 3200 rpm. thanks for any advice you can give me!!!

Your engine is being limited by the electrical system for some reason. Check that your automatic oiling system is working correctly. Don't just look and see that it's full but also check that the warning buzzer and lights are working.

If the oil system is working then look at the cooling system. Check everything there including the buzzer and lights.

On every engine there is a way to disconnect each of the warning systems. You might want to try that and see if you get your power back. At least then you would know which system is giving you the problem. BTW the unburnt fuel is common when your engine is dropping cylinders through the CDI limiter.
