suzuki df140 1st service

i've completed the 10hour service on my df140.starts and runs beautifully.at 3000 revs it cuts and restarts like a rev limiter.i'm obviously missing some service setting- i hope. can anybody give advice.thanks

in or out of gear. in or out of water? out of gear it should NOT go above 3000 rpm.
