Suzuki DT 65 outboard 1992 can’t get lower unit in neutral after water impeller change

Hello; I recently bought a used pontoon with a suzuki dt 65 outboard (1992 I believe) I changed out a water impeller due to engine not peeing. That seemed to go well but had a slight issue in lining up shift tod again and getting the long screw back through.
When I cranked, the outboard ran as it should and pumped out water as it should. Upon checking if I could get it in gear while running in a water barrel, it wouldn’t go into gear. Prop turns one way and clicks when turned. I dropped the boot again and tried pulling up on the shift rod. It came up but now I can’t push back down and still only turns one way. Boat lever was and is in neutral. After removing lower unit the lever will go into forward and reverse without being connected to lower unit. I have read and can’t specifically find what I need to do to try and fix. Any help would be appreciated
Update: I removed the boot or lower unit again. I can turn the prop one direction and hear a click each movement and can also turn the prop backwards with no click but feels harder to turn

I am not familiar with that Suzuki, but would guess the lower unit may need to be opened up to get the shaft back into place
