Suzuki DT100 Trouble Starting

Hi,
I have '96 DT100 that I bought used and am having trouble starting the engine. Once the engine has been run a bit and stopped I have to use the fast idle to start it and then it has trouble running in order for me to get it in gear. Once running it runs fine, in fact it runs great.
This comes after me going through the carbs and valve starter roughly 4 or 5 times cleaning and recleaning because I was having trouble keeping it running at all.
Can anyone tell me what the valve starter does? Also when I have taken down the valve starter for cleaning there is no fuel in the bowl. Should there be?
Could it be possible that the diaphram set on the fuel pump needs to be changed?
I could really use some suggestions and any help would be greatly appreciated.
