Suzuki DT30 idling problem

I have a 1996 Suzuki DT30 that I just bought knowing about this problem. I have a manual on order but though I would look for some input first. The guy before me had the carbs professionally clean by a mechanic of 30 yrs( he didn?t winterize the fall before) so I?m assuming it was done properly ( perhaps I shouldn?t assume). So the guy put the carbs back on and the motor, it does start but will not slow idle m with Idle screw turned all the way in. At top end she runs fine but once in awhile has a little surge pulse. Here the kicker ?the top end run about 10mph difference with the cover off than when on and at a stand still at high idle it will die immediately. Which sound like it is starving for air? But if I at a stand still a high idle (cover off) and I put my hands over the three holes the carb air box it doesn?t die. Also I see that there is an air adjustment screw at the top of the carb but what is the adjustment screw with a spring at the bottom into the side of the float bowl and what should it be adjusted to? Sounds like the carb job was not a good one. Do not use "Carb Cleaner" the spray can stuff. Not only will this not clean the carbs it can damage parts. If you plan to do the job properly then use the 1 Gallon can carb cleaner from the makers of Gunk and thoroughly soak the carbs and follow the instructions.
Be sure to remove the throttle position sensor and mark its position on the carb.
The screw on the float chamber is a drain screw.
If you have a carb problem on a two stroke motor you risk blowing the motor. Always use Stabil in your fuel, without fail. This will keep your fuel fresh and help prevent carb problems.

Carb issue ... you need to soak those carbs in carb cleaner and blow out with compressed air ..... the only screws you need to adjust is the ones with the springs on ... the setting is 1 & 1/2 full turns outwards from soft stop ......

Thank you both for the info and picture. I was told the mechanic did a ultrasonic cleaning when he cleaned the carbs. I will look into the throttle position sensor to see if that got put back on correctly. In the picture it shows the air mixture screws recessed if I recall (it is at my lake 1 1/2 hour away)mine are outside the recess I wil check the settings on Friday. It has been a while since my 2 stroke motorcycle racing days but I feel with this kind of help I can find the root cause. Thank you.
