Suzuki power tilt leakdown

Power tilt (not tilt and trim) on my dt40 works fine except it leaks down top to bottom in about 5 minutes. No external leaks. Any suggestions or comments? Thanks.

maybe the manual release valve is leaking by or not tightened properly

I lowered the motor using the manual release, stopping a couple of times on the way down. Retightened to very snug. Did not really crank down on it thinking there may be a rubber seat inside. Filler screw is very tight. Used an 18 volt impact and #3 phillipps tip. Did not succeed in removing it yet. May try some heat tomorrow.
