SX-A steering noise

Hello all
I got myself involved in a neighbors boat. The boat is a 2008 Azure powered with a Volvo Penta 5.7Gij with a SX-A transom. The steering has a noise, engine running or not, that is coming from the top of the transom shield. Engine off it's pretty difficult to turn the wheel. Somewhat normal but this is really stiff. Engine running effortless. You would say it's normal "except" for the noise. Looking at parts schematics, there is an o-ring at the top. Noise is present in the water or out. I'm a retired mechanic this doesn't scare me but I do have questions. I pulled the drive & engine. Disassembled the transom shied still mounted to boat until I had to pull it also. I think there was a lot of difficulty in parts of the disassembly. With steering cable disconnected, it was extremely difficult to turn gimbal ring using the trim cylinders yet mounted. The lower swivel pin was hard to remove even with heat & a lot of it. Wound up using shims to support the ears & pipe to the floor, it finally worked out. The upper portion. The steering bolt that pulls everything together was loctited in place but I still noticed water droplets on the bolt. Thought was odd. Finally got the steering lever and it's counterpart out. The large o-ring in there has obvious cracks from the elements.
My 1st question is. Putting the steering piece back in the housing it feels like a pressed fit. I just wanted see how it felt by itself with nothing truly assembled. Won't go in.
